under section 1 of Ordinance 5

of 1895, which was transmitted. to Your Lordship in my 8733 patch N. 118 of the 13th ultimo Chinese immigration has - been prohibited from Macao, the island of Hainan, and the port of chatow, in all of which localities the plague is reported to be prevalent,

and

every other possible pre_ caution is being taken
